Town Clerk, Treasurer, Tax Collector, Constable

Town Clerk

R - Marsha Motter Beno

Husband, Michael

Current Town Clerk

I am seeking re-election as your Town Clerk to continue serving the residents of the town of Monroe. I have been a long-time community volunteer in activities such as a PTO President at Masuk, Chalk Hill and Stepney Elementary, member of Parents Council, a Red Cross volunteer and served 8 years on the Board of Education.

As your Town Clerk, I have been a member of the Project Warmth, Memorial Day Parade, Monroe Wellness and Monroe Policy Committees.

I have overseen the upgrade of the land records system twice, and continue to keep them up to date. I have written and received several grants which we have used to digitize and store the land record maps for the town. I have also implemented a system for real-time electronic access of all land records and filed documents. Additional grants have been used to preserve our historical record books dating back to the 1800s.

I have sought to keep the office accessible to everyone — it is always open on request and I personally oversee extra hours during election and referendum seasons. As your Town Clerk, I will seek to obtain the funding required to further modernize the office by providing internet access to Monroe’s records.

D - Pam Nicotera

Husband, Mark; three children

Monroe Food Pantry Coordinator

Running for public office is not really my idea of a good time. It has taken me way outside my comfort zone.

However, I feel very strongly about what I can bring to the Town Clerk’s office. I have a long history of giving back to the community and of making positive changes.

I would like to make the following positive changes in the Town Clerk’s office:

Expand office hours to include evenings and Saturdays, making it easier for our hard-working citizens to use the office.

Make dog licenses available online.

Improve communication about absentee balloting using the town Web site, sandwich boards, Channel 17, social networking sites and more.

Hold numerous absentee balloting sessions before every election.

Improve the process for getting absentee ballots out, especially during the referendum process.

Begin the process of putting land records online.

Make sure that the office is organized so that public records can easily be found.

I’m pleased to be offering the citizens of Monroe an opportunity for change. The rest is up to them. If I am entrusted with this task, I will work tirelessly for our town. To view my complete resume or to ask me a question, please visit townleaders.com.

Treasurer

R - John P. Fracassini

Wife, Linda

Current Town Treasurer

I am seeking re-election as the Town Treasurer and have been in office since the Fall of 2008. I have served Monroe is many ways over the past 22 years.

I served as Chairman of the Board of Finance, Chairman of the Board of Ethics, and as an Alternate on the P&Z Commission.

I’ve been appointed to the Masuk HS Renovation Committee and The Charter Revision Commission.

My goal as Treasurer has been to protect and safeguard our funds. The tough economic times have required me to diversify our investments but always remained in compliance with the law. I have worked with Town Hall to develop new sources of investments including federally backed and guaranteed bonds which have resulted in returns of more than triple what we can get from other policy mandated sources of investment.

I pledge to the people of Monroe to protect our bond ratings and not to let that rating be detrimentally affected as it was several years ago. I further pledge to increase our Surplus by increasing town Investment Revenues and to monitor the activities of Town Officials to make sure that their actions are in the best interests from a fiscal standpoint for Monroe.

D - Teresa Pontillo

Husband, Salvatore; two children

Former treasurer, Democratic Federation of Women

I will bring the highest level of service by building relationships with financial institutions, internal customers, vendors and valued citizens. I will provide fiscally prudent and responsible management while minimizing risk factors.

As Treasurer, I will implement cash management programs, investment policies and procedures that will facilitate safety, liquidity, yield, public trust and cost savings for which I will take full responsibility.

The voters of Monroe should vote for me because I have over 25 years of government service and expertise in treasury operation and administration.

Voters can trust that I will take accountability for “achievement of the bottom line,” and the town’s fiscal objectives. I am committed to teamwork, performance, and excel in management of fiscal obligations and investment strategies.

Vote Line B, Buzi team.

Tax Collector

R - Manny Cambra

Wife, Fran

Current Tax Collector

I would like to thank the voters of Monroe for giving me the opportunity to continue to serve them in a courteous and efficient manner.

During my ten years in office I have increased productivity through automation and streamlined collections at the counter thus eliminating wait time for taxpayers during peak months from up to an hour to less than 2 minutes.

I have introduced credit card and direct payments for taxes which has helped the office exceed our revenue budget. We currently handle twice the number of transactions with one half the staff and no overtime.

As a service to the taxpayers, I have combined my 30+ years experience in the computer world with my tax collecting knowledge to allow people to see what they have paid and what they owe in taxes my using the town’s web site “Tax Information”.

I look forward to serving the citizens of Monroe for another two years.

Constable

R - Victor W. Yanosy

Wife, Carol

Current Constable

Chairman, Board of Assessment Appeals

I am seeking re-election as your Constable in the town of Monroe. My service to Monroe has included my Chairmanship of the Board of Assessment Appeals, which has been very busy during this past revaluation cycle.

We have heard hundreds of appeals and lowered many, many assessments because of all the mistakes made by Total Valuation Services. I hope to work with the next Town Council and First Selectman to fix what has been broken and deliver all in Monroe a fair assessment on their home.

I also serve as Commander in the American Legion Post 176, I have been the past Chair of the Conservation Commission and was appointed to the Parks & Recreation Commission.

I am a Veteran — US Navy and Retired Master Sergeant, US Army Reserves. I am retired from the state of Connecticut DEP, Air Pollution Control Engineer.

I ask for your vote this Nov. 3 and also ask that you support our First Selectman candidate, Steve Vavrek, and the entire Republican team.
